This might be zoning permission, or permission in outline or in principle, however no detailed building plans or sub-division into plots have been drawn up or approved. Often, development land will be bought, details decided upon and permissions gained, then parts will be sold on as Plots and the remaining portions developed - built on - by the original land purchaser, for their own use or for onward sale as completed properties.
